Section 1 : Preamble

The Act is to create an administrative procedure, using which, citizens can create and maintain pipes/poles which can carry multiple comminication wires.

The District Telecom Regulator will submit a proposal to City Council to create a network of pipes/poles with several, say 4-16 slots, from designated plots/buildings owned by City, to every building, and will submist a cost estimate along with tax plans. The Council (or citizens via Direct Vote) may give one time grant, along with powers to collect property tax to maintain the network of pipes/poles, and collect a charge from every user who is obtaining wires from the network.

As per the Mayor's order, the District Telecom Regulator will allocate slot to a telephone company or TV-cable company, or electricity company. He will also remove the wires as per the order of from the Mayor and approved by the Grand Jury.

| Section 3 : Other Details 3.1

The rupee amount used in this text uses July-2000 price levels. The Regulator can adjust the amounts every six months using RBI’s Inflation Index.

If the officer does not execute a procedure or ignores an instruction stated in this Resolution/Act, a citizen can file a complaint before the Grand Jurors. In case there are is no Grand Jury, the citizens can appeal to the Mayor to setup a Grand Jury. But under this law, a citizen cannot complaint before Mayor, Corporators, CM, MLAs, PM, or MPs.
