COMM.03   -   Multi   Wire   Support   Network

: To enable citizens to expel phone-wire and cable companies easily

    A bottleneck in increasing competitiveness wired phones and TV-cable business

    TV-cable and telephony require an entrenched network of wires running from some local center, such as telephone exchange or cable provider, to EVERY building in the area. Now it is not possible for citizens to have dozens and dozens of companies providing cable/phone wires in a local area. At best, there can be only for 5-10 companies cable/phone wire companies.

    So a basic requirement citizens MUST have is easy means for citizens to allow new comers to come into the field of proving cable/telephone wires and start their business. The administrative part is simple. But we also need technological means by which removing wires of one company and installing wires of another company can become easy. COMM.03 provides that means.



    Solution? Multi wire support network

    The telephone or cable wires are eighter on poles or they are underground. In both cases, there are EXTREMELY EASY way to ensure a "smooth" expulsion of phone or cable companies The mechanism is to use Multi-slot poles and Multi-slot underground pipes.

    Multi-slot poles : In case of poles, each pole can have several slots which can support wires. Say each pole has 10 slots. On each pole, the slots should be numbered from 1 to 10. Now if a perticular company qualifies for putting phone-wires/TV-cables in an area, that company can be given a perticular slot on all the poles in an area. And likewise, when a company is disqualified, it can remove its cables without having to remove the poles and disturb the services of the other companies. I would refer to such poles as MULTI-SLOT POLES.

    Multi-slot pipes : In case of pipes, the mechanism to allow a new company and expel an existing one is EASIER than poles. There can be a main large pipe should be large in diameter, made up of hard plastic or RCC and should have several small pipes inside it. As an example, consider a square (1 meter * 1 meter) pipeline with 1 vertical partition in the middle and 1 horizontal partition in the middle. Such a pipe will have 4 slots in it. A pipe with more horizontal and vertical partitions will have many more slots. Say the large pipe can be (1 meter * 1 meter) square pipe and can have 16 small square pipes of size (20 cm * 20 cm). Such structure will be able to accommodate 16 wire-laying companies in an area. The slots should have water proofing material on all sides , and the pipe should also have a slant so that if any water comes into it, it will flow out quickly. The pipes can be placed 1-2 meters below the ground. And at the interval of every 50 meters or 100 meters, there should be a square (2 meters by 2 meters) manhole where two or three or four or more such pipes open into. Now to place or remove cables/wires in the slots, the person can enter into these manholes put the wires into the slots. Making and putting such pipes would cost only slightly more that installing sewer lines. I will refer to the above sewer like large pipelines, with several small slots/pipes inside that large pipe, as a MULTI-SLOT PIPELINES.

    Multi Wire Support Network : Together, the network of multi-slot poles and multi-slot pipes is what I call as Multi-Wire Support Network or MWSN.

    The MAIN and ONLY advantage of MWSN is : it will become technologically feasible and cost-effective for citizens to allow and expel cable or phone companies, that too without much interruptions.

    With such multi-slot pipelines/poles, expelling an EXISTING cable or phone wire company or allowing a new cable or phone company requires no digging and re-digging of ground or putting/removing poles. When the citizens expel a wire owning company from that area, it can remove the wires from its slot in multi-slot pipeline/pole. The service offered by OTHER wire companies will NOT get interrupted at all.



    COMM.03 - Procedures to enact a Multi wire support network

    1. The Mayor will appoint a Wire Pole and Pipeline Neteok Installer, or Network Installer for short.

    2. The citizens can replace him using RLPP, if the need be.

    3. The Network Installer will install multi-slot poles, so that every house/building has a pole within 20 meters.

    4. He will also install multi-slot pipelines in streets in such a way that that for every building/plot, the pipeline has a standard outlet, and the outles is no more than 20 meters away.

    5. With approval of citizens via prcoedure LM.03, the Installer can collect a property tax and/or a surcharge on cable/phone meant to cober the cost of installing multi-slot poles and multi-slot pipes.

    6. The Pole/pipe Installer will allocate a vacant slot to a TV-cable company or a phone line company as per the instructions of the Mayor. With the instruction of the Registrar and the approval of Jurors, the Pole/pipe Installer can remove the wires from a perticular slot.


    Advantages of COMM.03

    COMM.03 ensures that when an existing cable/phone company is expelled and/or a new one is brought in, the ground doesnt need to be dug again and again, nor poles have to be taken away or re-inserted. This REDUCES the cost of expelling an existing phone/cable company and brining in a new one. So COMM.03 will increase the competitiveness, and thus reduce the costs.



    Draft of the act to create procedure COMM.03

    I have drafted the text to enact COMM.03. If the draft is passed by District Panchayat or City Council, citizens will be able to create a multi-wire support network in their district city. To see the draft, please click here.

         Now citizens can ask City Councilors to pass this Act. But IMO, it will be wiser for citizens to first enact procedure LM.01, and then use LM.01 to pass this COMM.03 draft WITHOUT any help from Councilors. To know about procedure LM.01, please click here.
