EDU.04   ---   Improving Knowledge of Law in students in Lower KG to Class XII





 
Section   1   :   Preamble
  The Act is to create an administrative procedure, using which, citizens can improve students' knowledge in the subject of law and administrive/court procedures ; perticularly laws associated with imposition of prison sentence, taxation, legal tender, fines and confiscation and laws/procedures associated with appointments/expulsion of various official positions in Legislatures, Administration and Courts.

Section   2   : Syllabus, exams and rewards
2.1 The City Education Officer will, himself or by empploying staff, draft syllabus for the subject of "Law and Administrative/Court Procedures" students in classes from Lower KG. As a guidelines he will cover following topics
  1. laws/procedures related to violent crimes such as murder, assult, beatings, threats etc
  2. evidence acts and court procedures dealing with violent crimes.
  3. forensic techiniques used to track violent criminals
  4. techniques used in financial frauds in past
  5. limitations of law in protecting the victim, tracing/imprisoning the criminal
  6. tax laws related with income tax, sales tax etc
  7. laws related with money supply
  8. rules and procedures for appointment/expulsion of various positions in GoI such as MLA, MP, Ministers, CM, PM, secretaries, clerks, police constables, inspectors, commissioners etc, lower court judges, high court judges incl chief juddges and supreme court judges incl the chief judge of India.


2.2 For each class from class I-XII, the City Education Officer will enumerate a list of over 10000 multiple choice questions. The Education Officer may update the list one every six months. The list will be pubished on internet, and will be also available on CDs. The list will have no copyright.
2.3 The Education Officer will conduct 1-4 tests of computerized test each students every month, as much as available resources permit, where each center will have a group of about 100-500 students who will get SAME 30-100 multiple choice questions chosen at random from the published list of questions. All students in city may or may NOT get the same questions.
2.4 The students (or his custodian, if he is below 14) will decide the Law teacher, who may be same or different from the Law teacher at his school. Any person who wished to be Law teacher may register himself at Registrar's office by paying a fee of Rs 50/mo. A student can specify his Law teacher by visting Registrar's office, and specifying his Law teacher's name and number. The student can change the teacher any day any month. The Registrar will inform the teacher about the changes in the students'selection. The Registrar may charge a fee from the student for this selection.
2.5 The City Education Officer will ensure that the software gives a score to the student. The software will also calculate the average score of the students taking that test.
2.6 The students who have secured scored above Mean/2 will get a reward a Rs 5 and the Law teacher of these students will get the SAME award as well. If a student gets below Mean/2, ALL his awards in the tests he appeared in past 4 weeks will be cancelled, though awards of hos teachers will NOT be effected.
2.7 The Education Officer will ask teachers to select some of the cases, at random, from the cases which were tried recently in lower, high and supreme courts, and attend the sessions in person or via TV or read the complete transcripts, and ask the students to comment on the cases.
2.8 The City Education Officer will also arrange for students' tours to crime scenes, forensic labs, police stations, courts and prisons. The Education will also arranbge speeches from active/retired policemen and victims of crimes.

Section   3   : Other Details
3.1 The rupee amount used in this text uses July-2000 price levels. The standing committee can adjust the amounts every six months using RBI’s Inflation Index.
3.2 If the officer does not execute a procedure or ignores an instruction stated in this Resolution/Act, a citizen can file a complaint before the Grand Jurors. In case there are is no Grand Jury, the citizens can appeal to the Mayor to setup a Grand Jury. But under this law, a citizen cannot complaint before Mayor, Corporators, CM, MLAs, PM, or MPs.
3.3 The Jurors will judge this Act, guidelines, intentions as well as the facts related to the case
