EDU.08   ---   Improving allocation of subsidies for college education





DRAFT-I : (citizens need to pass this draft in the Parliament)
 
Section   1   :   Preamble
  The Act is to create administrative procedures to improve allocation of subsidies for college education.

Section   2   : Conducting Exams
2.1 [Person responsible for this procedure/directive: PM] The PM shall appoint a National Competition Examinations Officer. The MPs (or citizens using Direct Vote) will allocate funds to him.
2.2 The Exam Officer will declare the syllabus and hold exams in subjects such as
  1. Mathamatics
  2. Physics
  3. Chemistry
  4. Biology
  5. Law
2.3 Any person above 14 and below 20 can appear in the exams for a fee as decided by the Education Officer. For those below 14 or above 20, the fee will be thrice the normal fee.
2.4 The Exam Officer will hire a panel of persons specialized in the subjects as per his discretion, and will prepare the tests and conduct the grading. The Examination Officer will publish the merit list, score of each student who qualifies for a reward.
2.5 The rewards will be following amounts for next 48 months, or as decided by the Parliament :
  1. Maths :
    1. Rs 5000 for top 50 students
    2. Rs 4000 for top 450 students
    3. Rs 3000 for top 4500 students
    4. Rs 2000 for top 5000 students
    5. Rs 1800 for next 10000 students
    6. Rs 1600 for next 10000 students
    7. Rs 1400 for next 10000 students
    8. Rs 1200 for next 10000 students
    9. Rs 1000 for next 10000 students
    10. Rs 800 for next 10000 students
    11. Rs 600 for next 10000 students
    12. Rs 400 for next 10000 students
    13. Rs 200 for next 10000 students
  2. Physics : [same as in Maths]
  3. Chemistry :
    1. Rs 2000 for top 10000 students
    2. Rs 1800 for next 10000 students
    3. Rs 1600 for next 10000 students
    4. Rs 1400 for next 10000 students
    5. Rs 1200 for next 10000 students
    6. Rs 1000 for next 10000 students
    7. Rs 800 for next 10000 students
    8. Rs 600 for next 10000 students
    9. Rs 400 for next 10000 students
    10. Rs 200 for next 10000 students
  4. Biology : [same as in Chemistry]
2.6 Following conditions will apply :
  1. The student must obtain over Mean/2 in Law to obtain any reward. If he scores a position in any subject as PCMB, but fails in Law, his rewards will be with held till he obtains passing scores in Law.
  2. A person will at most 48 installments no matter how many times he gives the exam. eg say a person gives exam and comes 2000th in Maths, and thus qualifies for a reward of Rs 2000/mo. If he accepts to take this reward, he still may give exam again, and if he gets say 50th rank a year later, he will get ONLY 36 installments of Rs 5000 there after.
  3. If a person qualifies for a reward, he may suspend the offer for any number of months. eg say a person gets 2000th rank and qualifies for reward of Rs 2000/mo for 48 months. Now the person wish to re-appear, with hope of getting better reward. In such case, he can defer the offer for any number of months.
