1.    Funding


         The MRCM Party shall not take any donations from members or outsiders. Please note clearly, the MRCM party will not take a penny of donation from anyone, not even members. The rest of the chapter describes how the campaigns will be run. The MRCM Party pledges to run strictly using volunteer members, and none shall receive any salary. All activities will be paid by the members and registered supporters.



2.    Memberships


         There are 2 types/levels of membership
  1. Primary Member
  2. Committed Members
         In addition, a person may become Registered Supporter if he supports MRCM agenda but can not fulfill all the requirements.



3.    Why have a Party Structure


         There is one and only one reason to have Party structure --- to decide who shall get Party tickets and party symbol in elections. We shall confine the Party structure to that only.



4.    Becoming Primary Member


         He must meet all of the following requirements and do following duties
  1. There is no membership fee or joining fee. There will be no requirement to bring donations in the party. In fact, all members are prohibited to collect donations in cash or kind.
  2. He must be citizen of India and cannot have citizenship of any other country.
  3. He must be above 18 and a registered voter.
  4. To become member, he must spend 1% of his last year’s income in advertising the Party’s agenda in newspaper as advertisement given by himself alone or in jointly. The membership will be given only after he/they gives proofs of issuing advertisement jointly or solely. The members will not be required to state their incomes and give proofs of their incomes. They will have to simply say and affirm that they did spend 1% of their income in advertisement. They will be required to provide proof of advertisements and amount paid.
  5. Before becoming member, the member will be required to write letters to each of the following 14 leaders : PM, CM, MLA, MP, No. 2 MP candidate in previous election, No. 3 MP candidate, No. 2 MLA candidate, No. 3 MLA candidate, leader of the parties which got first, second and third highest votes in India and their States. The letter would these leaders to publicly declare support for the First Govt Order MRCM Party decides. The letter should also mention that if the leader does not support the First Govt Order, the letter writer will publicly tell every citizen that that leader is anti-common
  6. The member will be required to give two sworn affidavits on R 20 stamp papers that he is not a member of any political party as on the day of joining. The member will have to bear the expenses of the affidavits.
  7. If the member is computer literate, he must create an account in orkut.com and join the Party's community Mine Royalties for Citizens (see here). The person must have proper orkut account i.e. the name on the account must be his only. And if the member is male, the photograph must be his and should be a passport sized picture only. The profile must clearly state that he is member of MRCM party. The profile MUST also state his voter card number and have URL to the page in election commission which shows his entry in the voter-list. And if the member is female, she may use picture of any other person.
  8. If the member is NOT computer literate, and then he must find an MRCM member who is computer literate and someone he trusts. He will operate his account via the computer literate member. But orkut account will be compulsory.
Duties after becoming primary members
  1. He must promise to spend 1% of his yearly income and 40 hours every year in advertising the Party agenda in newspaper, internet communities etc by himself alone or jointly with other members. He cannot show this expense as business expense in his income tax return. The members will not be required to state their incomes and give proofs of their incomes. They will have to simply say and affirm that they did spend 1% of their income in advertisement.
  2. The member must check his messages once every week, and write what activities he did in past 1 week to advertise the party agenda.
  3. The member must provide xerox copies of the amounts he spent.
  4. The member must vote in every internet poll asked by the party President.
  5. The members are encouraged but not required to create a separate savings bank account
  6. A member can be expelled only after a Jury Trial consisting of Jury of 12 members chosen at random from the Parliamentary Constituency or State, if the State has more than 100 members. If the State has lesser than 100 members, the President will decide.



5.    Becoming Committed Member


         All requirements of primary members plus following
  1. The expense commitment will 3% of the yearly income. At the time of becoming member, he will need to spend 3% of his last years’ income in newspaper advertisements. and time he will have to spend will be 200 hours a year. Every week, he must publish the activity log.
  2. The committed members will be required to keep a separate savings accounts in his name, in which all withdrawals will be strictly for MRCM activities only. The committed member will be required to state the account number of that account, and publish the passbook statement of that account on internet.
  3. The committed member cannot show any expense made in that account as expense in his income tax return.
  4. The committed member must put an MRCM sticker behind his vehicle and must write MRCM letters on his shirt pocket with ball point or unwashable ink. This condition is not negotiable.
  5. The committed member will be required to fund rifle teaching of 3 persons every year.
  6. The committed member must not have faith in Astrology and Fatalism
  7. The committed member must hold one public meeting in his neighborhood or anywhere in India to
  8. A committed member can be expelled only after a Jury Trial consisting of Jury of 12 committed members chosen at random from the Parliamentary Constituency or State, if the State has more than 50 committed members. If the State has lesser than 50 committed members but more than 100 simple members, then Jury of members will decide. If the State has less than 100 members, then the Party President will decide.



6.    Becoming a registered supporter


         Anyone who supports MRCM party and its agenda, but wish not to become a member can become a registered supporter. Following is what they need to do
  1. They need to have an account on orkut. If they are not computer literate, they may ask any one to open orkut account for them
  2. They can join the Party's community at this link
         That’s all.



7.    Election/Replacement of the President of the Party


  1. There will be election after the Party has 100 committed members or 1000 primary members, whichever earlier. Till then there will be no election in the Party, and Party will work like association with myself as Temporary President.
  2. The election will be via orkut community or another internet community only.
  3. Any committed member can file for position of Party President
  4. The members will cast their votes. The weight of committed members will be 5 votes and primary member will be 1 votes.
  5. The person with highest votes will become the Party President.
  6. Any day, if a candidate gets over 50% of all members’ votes, he shall become the new President.
  7. Those who are not computer literate shall vote via friend, relative etc who is computer literate.



8.    Appointment/Election/Replacement of other officer bearers


  1. There will be no more than one office per 100 committed members and/or 1000 primary members whichever is higher. I do not want a party where there are more office bearers than members.
  2. The offices will be – National Council of 5 members, State Presidents, State Councils of 5 members, Parliamentary Constituency Head and Assembly Constituency Head. In addition, when number of members increase 1000 in an area, there will be Accountant whose main task will be to publish the details of MRCM Party accounts’ on internet.
  3. The National Council will have 5 members after there are 500 committed members national wide or 5000 primary members nationwide whichever earlier.
  4. The State Presidents will be elected when that state has 100 committed members or 1000 primary members, which ever earlier. Till then, they will be appointed by National President.
  5. The State Council will have 5 members after State has 500 committed members or 5000 primary members, which ever earlier first. Till then, they will be appointed by National President.
  6. The rules for District President and District Council will be same.
  7. Every officer bearer must be a committed member, and will be elected/replaced in the same way President is elected/replaced.



9.    Deciding MLA /MP election candidate


  1. If the Party has over 50 members in a MLA constituency, they shall decide by simple open election, followed one more election if none has over 50% votes. If the Party has less than 50 members in MLA constituency, then National President will decide AFTER the results of this internal elections.
  2. If the Party has over 100 members in a MP constituency, they shall decide by simple open election, followed one more election if none has over 50% votes. If the Party has less than 100 members in MLA constituency, then National President will decide, AFTER the results of this internal election.



10.    The Party Constitution given to Election Commission


         Since Election Commission has not created detailed rules about Party’s Constitution, the copy of the Constitution given to election commission will be abridged and not detailed.
